Applications to become an IEA agreements member must come from organisations, not individuals.
Eligible organisations must:
- Be legally incorporated in its jurisdiction
- Set national standards for engineering competence for professional practice
- Be accountable for assessing individual competence to practice
- Be the only recognised authority within the jurisdiction for the relevant agreement
- Have autonomy to make assessment decisions independent of stakeholder influence
- Be independent of industry and government

How to Become an Agreements Member
Step 1. Contact the Secretariat: Applicants interested in becoming an agreements member should first reach out to the secretariat.
Step 2. Submit your application: When you're ready to apply, you'll need to submit your preliminary documentation showing your jurisdiction's registration and licensing system, pay the required application fee and provide nominations from two existing Authorised Members who can confirm you meet the requirements.
The Secretariat will present your application to the Executive Committee, who will then assign experienced Authorised Members to act as your mentors. These mentors will help guide you through the process towards provisional membership.
Step 3: Achieve Provisional Membership: To become a Provisional Member, you need to demonstrate that your registration and licensing systems are similar in concept to those used by existing Authorised Members.
You must provide supporting documentation for your application and present your case at a meeting of all Authorised Members.
When you achieve Provisional Membership, it means existing members believe you have the potential to become a full Authorised Member. However, provisional status doesn't give you the same rights as full members.
Step 4. Progress to Full Membership: Provisional Membership typically lasts 2-4 years. During this time, you must work with at least one assigned mentor, develop your systems and processes to meet full membership standards, and when ready, apply for full Authorised Member status.
The final assessment for full membership involves a verification team who will observe your evaluation process and submit a report to all existing members, following the procedures set out in the Rules and Procedures document.
